Kevin Stombaugh
Kevin Stombaugh is Co-Founder and Managing Director of Public Finance Partners LLC (PFP), bringing over three decades of experience in the municipal finance industry. He began his career in 1992 at Ernst & Young and has since built a career focused on delivering specialized financial services to public sector clients.
Prior to launching PFP, Kevin spent 20 years at Grant Thornton, where he served as the National Practice Leader for Public Finance. There, he oversaw the same core services now offered at PFP, while also guiding clients on tobacco settlement securitization, post-issuance bond compliance and Form 990–Schedule K reporting.
Earlier in his career, Kevin worked at Peacock, Hislop, Staley & Given, Inc., a regional investment bank, serving as a municipal financial advisor and underwriter specializing in tax-exempt bonds for state and local governments.
Kevin serves on the Eller National Board of Advisors and the Advisory Board to the School of Accountancy at the University of Arizona, where he earned his B.S. in Accounting and Finance.
Outside of work, Kevin enjoys road cycling, mountain biking, hiking, and spending time with his wife Teresa and their two dogs.

Stephanie Seroogy
Stephanie Seroogy is Co-Founder and Managing Director of Public Finance Partners LLC. Stephanie has worked in the public finance industry since 2000, first as a financial advisor, then providing verification services at Grant Thornton before starting Public Finance Partners LLC in 2019. Stephanie is known as a technical expert within the public finance industry with deep experience in providing services related to cash flow and yield verification, arbitrage rebate compliance, the defeasance of commercial loans, and other cash flow modeling.
Stephanie has acquired valuable industry knowledge and formed relationships with underwriter and financial advisory clients, issuers and borrowers, attorneys and other industry contacts across the country. Stephanie ensures the right people are assigned to each job and will seek out ways to ensure our clients receive the best possible experience. Her initiative has earned her the loyalty of clients nationwide.
When not working, Stephanie enjoys spending time with her husband Tom, daughters Ellen and Lillian, and Siberian husky pups Juneau and Aurora. She spends a lot of time in hockey rinks and at softball fields cheering on her daughters’ teams. In her free time, she enjoys volunteering at her daughters’ school, hiking and gardening.

Jill Vollbrecht
Jill Vollbrecht is a Manager at Public Finance Partners LLC with 14 years of experience in the industry.
Jill has worked to become a skilled and reliable resource to those who place their trust in Public Finance Partners, providing unmatched service in cash flow and yield verification, commercial loan defeasance verification, and arbitrage rebate compliance. She’s an uncompromising perfectionist who continues to expand her knowledge of the ever-changing industry. She enjoys building loyal relationships with clients and constantly strives to exceed expectations.
Jill and her husband have 2 children who make life absolutely perfect, when they let their parents sleep. She loves fishing year-round and is still waiting for one big enough to hang on the wall.

Alex Frost
Alex Frost is a Manager at Public Finance Partners with over 11 years of industry experience. Since joining the firm, he has been instrumental in delivering results across multiple service lines, including escrow cash flow verification, commercial mortgage loan defeasance, and arbitrage rebate compliance. Alex is a licensed Certified Public Accountant (CPA), bringing a high level of technical expertise and professional rigor to his work.
Known for his focus on process improvement and operational efficiency, Alex has played a key role in optimizing firm performance through financial modeling. His broad experience across service areas reflects both his commitment to continuous learning and the collaborative, team-first approach he brings to every engagement.
Outside of work, Alex enjoys spending time with his wife, Nikki, and their children, Porter, Amelia, and Bowen, as well as their boxer, Leo. He is a dedicated fan of Minnesota Golden Gopher football and an avid golfer whenever the Minnesota weather allows.

Anne Wittnebel
Anne Wittnebel brings over 25 years of business experience to Public Finance Partners LLC. Her background includes extensive knowledge as a Human Resources professional while focusing most recently on commercial mortgage loan defeasance and escrow cash flow verification. Her business background and attention to detail drive her to continually seek to streamline processes and quickly serve our clients.
Anne enjoys spending time with her husband and two teenage daughters. They enjoy traveling, and when not cheering their daughters on in their sports, you can likely find them in the mountains of the western US.
